In the thirties, a community live in isolation in up-country Venezuela. Lost between mountains and forests, the village is subject to the atrocities in practise by the dictator who governs the country. The local inhabitants receive orders from the blood-thirsty ruler by means of a telegraph that has become an instrument of grief and despair. One day, the old telegraph operator dies, and the city is sent a substitute: Gabriel. The new employee can not come to terms with the orders received and decides to modify all of the official instructions he receives. Just as an angel might, Gabriel now transforms life for all, and brings them joy and hope. The film has a great deal of influence from fantastic realism in its narrative that is based precisely on a short story by Arturo Uslar Pietri, one of the most important Venezuelan writers of the twentieth century.
